Finnish National TV refuses videos of candidates in English

In Finland, there is a TV channel called YLE, fully paid by our tax money.

The same YLE organizes the so called YLE Vaalikone (election machine). It is a way for voters to choose political candidates through an online questionnaire. It is very popular!

How it works is that first the candidates answer a list of questions and then the voters do the same. Answeres between voters and candidates are then matched according to similarity, this enables voters to better choose a candidate. This helps a lot!

In order to fill the YLE Vaalikone the candidates reply to the questions, upload three short videos and fill our their personal details.

All is in Finnish or Swedish.

My candidacy is about e-voting and direct democracy, and everything I publish is in English in order to incorporate all voters in the process now and during the upcoming four years.

Everything went fine, but two weeks before the Municipal Elections of Helsinki, YLE sent me an email informing me that they took down my videos because they were in English.

Here is their mail, on March the 20th:

"Hei Pedro!

Pahoittelemme, mutta Ylen vaalikoneeseen kuvaamasi video on hylätty, koska puhutte siinä englantia. Kaikkien ehdokkaiden on tehtävä video joko suomeksi, ruotsiksi, viittomakielellä tai saameksi.

Halutessasi voimme palauttaa tilinne julkaisemattomaan tilaan, jotta voisitte tehdä uuden videon jollakin sallituista kielistä.

I informed the party where my candidacy is listed, and here is their reply, here.

And here is our reply in both English and Finnish:

"I am the only candidate with an English-only candidacy in Helsinki. Yle just informed us politely, that they are removing our campaign videos in the election machine. This is a very prominent website where Finnish people choose their candidates. We understand Yle’s position, as they have the ruling of the those three official languages of Finland. Nonetheless, we disagree with this view.

It is very important that we include the growing minority of Helsinki. Especially in a time where the Helsinki government - for the first time - is sending out the voting rights information in 16 different languages. And especially also in a time where the same - News Broadcasting Yle - is frequently publishing articles in English and even making talk shows in English (even the latest candidates survey sent from Tampere University, by post, is trilingual,(here))

To be constructive, we have been publishing all these questions which are in Finnish, into English on a Facebook page which we called Direct Democracy Helsinki. There people can comment on these questions, and even post other voting as an alternative to the Yle questionnaire. We complied with Yle's request, and we just did the videos in Finnish, reading out loud a text. But we do hope that Yle reconsiders this position and in the near future allows us immigrants to be an integrated part of the political discussion."

"Olen ainut ehdokas Helsingissä joka kampanjoi vain englanniksi. Yleltä tuli juuri kohtelias viesti, jossa he ilmoittivat poistavansa videomme vaalikoneesta. Kyseessä on merkittävä nettisivu, jonka kautta suomalaiset valitsevat ehdokkaansa. Me ymmärrämme Ylen kannan, koska he noudattavat määräystä Suomen kolmesta virallisesta kielestä. Siitä huolimatta olemme eri mieltä tästä asiasta. On todella tärkeää ottaa mukaan Helsingin kasvava vähemmistö. Erityisesti nyt kun Helsingin kaupunki lähetti - ensimmäistä kertaa - ilmoituksen äänestysoikeudesta kuudellatoista eri kielellä.

Vielä erityisesti nyt, kun Yle Uutiset julkaisee usein artikkeleita englanniksi ja järjestää jopa puheohjelmia englanniksi. Ollaksemme rakentavia, olemme julkaisseet näitä suomenkielisiä kysymyksiä Englanniksi Facebook-sivulla, jota kutsumme nimellä Suoraa Demokratiaa Helsingissä (Direct Democracy Helsinki), jossa ihmiset voivat kommentoida Ylen kysymyksiä, tai lisätä vaihtoehtoisia äänestysaiheita. Noudatimme Ylen pyyntöä, ja teimme videot suomeksi lukemalla ääneen kirjoitetusta tekstistä. Mutta toivomme, että Yle harkitsee uudelleen kantaansa, ja mahdollistaa lähitulevaisuudessa meille maahanmuuttajille kattavan osallisuuden poliittisessa keskustelussa."

YLE will revise its directives for next year, after this occasion. Here is what they replied:

"Hei,

Sain vaalituestamme viestin, että olit tiedustellut syytä siihen miksi ehdokkaan on puhuttava Vaaligalleriavideolla suomea, ruotsia, viittomakieltä tai saamea.

Pohdimme kielikysymystä vaalikoneen ja vaaligalleriavideoiden osalta ja päädyimme siihen, että videon voi tehdä suomeksi, ruotsiksi, viittomakielellä tai saameksi, koska niitä käytetän myös valtuustoissa. Vaalikone sen sijaan on kahdella virallisella, eli suomeksi ja ruotsiksi.

Jatkossa on varmasti tarpeen pohtia entistä tarkemmin voisiko kone olla myös englanniksi ja onko tarpeen laajentaa myös vastauskielten määrää. Suomessa puhutaan jo kymmeniä eri kieliä äidinkielenä, joten rajaamisessa on haasteensa. Esimerkiksi vironkieliset ja venäjänkieliset ovat suuria ryhmiä, samoin vaikkapa somalin- ja arabiankieliset.

Yle News is trying hard to inform #immigrant voters, but what happens after the elections? The minutes of the city council meetings and most news are in Finnish or Swedish, not in English. If one cannot follow what is happening, why would immigrant tax payers vote now and stay ignorant for 4 years? We need to change that!

Democracy is not only about voting turnout, but mostly about having a voice, everyday.
